Two Rivers' 6,547 Homes and a Surf Park Reach Their Final Pasco Vote Aug. 11

WESLEY CHAPEL — One of Pasco County's largest proposed developments just cleared a major hurdle, and it's now headed to county commissioners for a final decision.

The Pasco County Planning Commission recommended approval of sweeping changes to the Two Rivers development on Wesley Chapel's eastern edge, despite pushback from residents worried about traffic, flooding and water.

What's on the Table

If approved by the Board of County Commissioners, the amendment would allow for:

• 4,047 single-family homes

• 514 townhomes

• 108 villas

• 1,878 apartments

• 300 assisted-living beds

• 480 hotel rooms

• A 35-acre Peak Surf Park, featuring a wave lagoon, roughly a half-mile of sandy beach, restaurants, bars, retail space, wellness amenities and event space

The amendment would also remove a previously proposed 1,125-home age-restricted community, replacing part of that development with additional apartments and assisted-living uses.

Who's For It, Who's Against It

More than a dozen residents spoke up at the planning commission meeting to weigh in on the project. Supporters, including letters from Florida's Sports Coast and the Pasco Economic Development Council, argue the surf park could turn Pasco into a visitor destination and economic driver. A developer connected to the surf park called it a future "incredible asset for locals."

Opponents' concerns centered on the added strain the development could put on local roads, drainage and water supply.
